Log a COBRA Qualifying Event


Purpose

Allow designated employer contacts to inform Superior State of applicable COBRA Qualifying Events such that a COBRA Election Notice can be timely mailed.  Also to allow such contacts to communicate applicable new hires such that a COBRA Initial Notice can be timely mailed.

Pre-requisites / Resources Needed

myRSC.com Login ID and Password (HOW?)

Steps - QUALIFYING EVENT

  • Login to myRSC.com as in the Human Resource Administrator Role
  • Click on the COBRA tab at the top of the screen
  • Click on the TRANSACTIONS link at the left of the screen
  • Enter Data for the Qualifying Event via the NEW TRANSACTION dropdown
    1. Select EDIT EMPLOYEE and click NEXT
      • Select the employee from the list, select NEXT
        • If employee is not in the list, click cancel and choose ADD EMPLOYEE instead of EDIT EMPLOYEE
      • Review the census information presented and make any necessary corrections, select NEXT
      • Click SAVE, then click FINISHED
      • A transaction with the color code in YELLOW should now appear confirming your review/entry.
    2. If there are any APPLICABLE COBRA DEPENDENTS, select ADD DEPENDENT and click NEXT
      • Select the Employee the dependent is tied to from the list, select NEXT
      • Enter dependent census information, select NEXT
      • Click SAVE, then click FINISHED
      • Repeat all applicable Dependents
      • A transaction should be listed for each dependent you added
    3. Select ADD COVERAGE and click NEXT
      • We are now identifying the coverage that is in place that will be lost because of the Qualifying Event
      • Select the Employee the coverage applies to, select NEXT
      • Select an applicable coverage from the list on the left, select NEXT
        • Coverages currently assigned will be listed in the right hand column
      • Select the appropriate Tier of coverage, select NEXT
      • Enter an EFFECTIVE DATE for the coverage, this should be the last open enrollment date, select NEXT
      • Click SAVE, then click FINISHED
      • Repeat for each coverage that the employee has
      • A transaction should be listed for each coverage you added
    4. Select QUALIFYING EVENT and click NEXT
      • Select the Employee the event applies to, select NEXT
      • Select the Qualifying Event from the dropdown, enter the Event Date, select NEXT
        • The EVENT DATE is critical, please read note on myrsc.com
      • Click SAVE, then click FINISHED
      • A transaction should be listed for the qualifying event.

Steps - NEW HIRE

  • Login to myRSC.com as in the Human Resource Administrator Role
  • Click on the COBRA tab at the top of the screen
  • Click on the TRANSACTIONS link at the left of the screen
  • Enter Data for the Qualifying Event via the NEW TRANSACTION dropdown
    1. Select ADD EMPLOYEE and click NEXT
      • Select the employee from the list, select NEXT
        • If employee is not in the list, click cancel and choose ADD EMPLOYEE instead of EDIT EMPLOYEE
      • Enter the census information presented, mandatory fields are marked with an asterisk "*", select NEXT
      • Click SAVE, you will come to a final screen
      • Check the Checkbox to "Send Initial Notification" then click FINISHED
      • A transaction with the color code in YELLOW should now appear confirming your review/entry.
Superior State will review and approve online transactions, which then changes the color from Yellow to Blue.  Once all data has been processed and notice mailed, the color with change from blue to green.

Evidence of proper entry will be shown at the bottom of the screen on the myrsc.com  Transactions page.
